Holiday Planning

Holiday Planning in the Workplace: Rights, Responsibilities and Digital Solutions

Holiday Planning

Few topics in HR require as much coordination as holiday planning. Employees want to arrange time off early and with confidence, while employers need to ensure that the business is adequately staffed at all times. Holiday planning sits between these interests and is a key part of HR management. It involves more than simply assigning dates: it also touches on employment law, fairness within teams and digital tools that can make the entire process easier. Well-organised holiday planning can reduce conflict, prevent staffing shortages and improve employee experience.

What Does Holiday Planning Mean? (Definition)

Holiday planning (also vacation planning) is the structured process of recording, coordinating and approving employees’ holiday entitlement across the year. It is different from an individual annual leave request, which concerns a specific period of absence. Holiday planning takes the bigger picture into account: who wants time off and when, how those requests fit with staffing needs and how to help ensure employees can use their remaining leave.

As part of staff planning and absence management, holiday planning is closely connected to other HR processes, such as time recording and shift scheduling. These processes need to work together to support fair and effective leave management.

Legal Framework for Holiday Planning

Holiday law varies from country to country. The rules can differ on the minimum amount of paid leave, how entitlement is calculated and how leave dates are agreed. The table below gives a high-level overview of the main rules in the selected countries. Contracts, collective agreements, state or regional rules and other local requirements may also apply.

Country  General statutory position  Main law or framework
United Kingdom  Most workers are entitled to 5,6 weeks of paid annual leave per leave year. For a five-day working week, this is usually 28 days. Bank holidays may be included in that total.  Working Time Regulations 1998
United States  There is no general federal requirement for employers to provide paid or unpaid vacation leave. Entitlement may depend on state or local law, an employment contract, a collective agreement or employer policy.  Fair Labor Standards Act (FLSA), state and local rules may also apply
Spain  Employees are entitled to at least 30 calendar days of paid annual leave per year. Dates are agreed between the employer and employee, subject to applicable collective agreements.  Article 38 of the Workers’ Statute (Estatuto de los Trabajadores)
Italy  Employees are entitled to at least four weeks of paid annual leave per year. Rules on when leave is taken are also set out in legislation and may be supplemented by collective agreements.  Legislative Decree No. 66/2003, Article 10
Belgium  For a full-time employee, the statutory baseline is commonly four weeks, with the exact number of days depending on the work pattern.  Belgian annual holiday rules; collective agreements may also apply
Turkey  After at least one year of service, minimum paid annual leave depends on length of service: 14 days for 1–5 years, 20 days for more than 5 and less than 15 years and 26 days for 15 years or more. Special minimums apply to some age groups.  Labour Law No. 4857, Article 53
Australia  Under the National Employment Standards, full-time and part-time employees receive four weeks of paid annual leave per year of service, accrued progressively. Eligible shiftworkers may receive five weeks.  Fair Work Act 2009 and National Employment Standards

Employer and Employee Rights and Responsibilities

Holiday planning is a shared process. Employers and employees both have responsibilities that help it run smoothly.

Employers  Employees
Consider leave requests fairly, while taking operational requirements and applicable law into account.  Take reasonable account of operational needs and team arrangements.
Explain applicable policies, deadlines and approval processes clearly.  Submit annual leave requests in good time and follow the required process.
Keep accurate records of leave entitlement, requests and decisions.  Check their available leave and provide accurate information when requesting time off.
Apply fair and transparent criteria when requests conflict.  Raise concerns if a request is declined and ask for the reasons or available alternatives.
Follow local rules and consultation requirements when arranging a company shutdown.  Give reasonable notice and cooperate with colleagues on handovers or cover.

Challenges in Annual Holiday Planning

In practice, annual holiday planning can be more complex than it first appears. Common challenges include:

  1. Conflicting annual leave requests: Several employees may want time off during popular holiday periods, which can lead to disagreements within the team.
  2. Seasonal peaks: Businesses with pronounced busy periods, such as retailers during the winter holidays, need to coordinate requests carefully with staffing needs.
  3. Minimum staffing levels and skills shortages: Where resources are limited, too many employees being away at once can make it difficult to keep operations running.
  4. Limited visibility of remaining leave: Without a central record, managers can quickly lose track of how much leave each employee has left.
  5. Manual administration using spreadsheets: Paper records or manually maintained spreadsheets are prone to errors and can make decisions harder to track and explain.

How to Improve Holiday Planning in Your Team: 5 Tips

A well-thought-out approach can help address these challenges and improve holiday planning across the team:

  1. Coordinate early: Ask employees to share their preferred dates as early as possible (ideally for the full year) so potential staffing gaps can be identified in advance.
  2. Set clear cover arrangements: Decide who will cover each role when someone is away, so absences do not disrupt operations.
  3. Use a digital employee holiday planner: A digital tool gives employees and managers a clear view of leave taken, planned and remaining.
  4. Explain prioritisation rules: Communicate openly about how conflicting requests will be assessed to avoid misunderstandings.
  5. Review leave balances regularly: In particular, check in during the final quarter to see who still has leave to take and whether any action is needed.

Holiday Management Software: Benefits for Employers

More employers are using digital tools for holiday management to reduce administration and avoid errors. Instead of handling annual leave requests on paper or in confusing spreadsheets, the process can be managed online and automated. A leave management system can help with:

  • Time savings: Employees can submit requests and managers can approve them in just a few clicks, without long email chains or paper forms.
  • Automatic conflict checks: Workforce management software can flag overlapping requests or situations where minimum staffing levels may not be met.
  • Integration with time recording: Linking time recording with holiday planning helps keep leave balances, overtime and absences consistent.
  • Clear records: Requests, decisions and notifications can be recorded centrally, making it easier to review what happened.
  • Real-time visibility: Managers can see how many employees are away and how remaining leave is distributed across the team.

What Should You Look for in an Annual Leave Planner?

Not every tool offers the same features. When choosing an annual leave planner or staff leave planner, consider whether it provides:

  • Mobile access through an app or browser, so employees can submit requests wherever they are
  • A real-time view of remaining leave for employees and managers
  • Automated approval workflows and notifications
  • Integration with shift scheduling and time recording systems
  • Data storage and processing that meet applicable privacy requirements

An online staff holiday planner can make it easier for employees to check their entitlement and for managers to coordinate annual leave management.
